Since 1991, the National Oil & Acrylic Painters’ Society (NOAPS) has been showcasing the remarkable talents of thousands of oil and acrylic painters. NOAPS along with the Dunnegan Gallery of Fine Art and The Vine Gallery invite oil and acrylic painters to submit original work for the Best of America 2013 Exhibition. OVER $5,000 in Cash and Sponsor Awards

ARTIST ELIGIBILITY: All living artists 18 years of age or older with a United States return shipping address who create original art in oil and/or acrylic mediums
SPECIFICATIONS
1. Art work must be Original, with mediums limited to oil and acrylic paints and completed January 2010 or later
2. Maximum size excluding frame shall not exceed 1200 square inches (EX: 30 X 40” = 1200 square inches)
ENTRY PROCEDURES
1. All entries will be submitted via Juried Art Services (JAS) www.juriedartservices.com a. Digital files should be saved in universal .jpeg format for JAS entry b. Images should be between 1400 pixels and 4000 pixels longest dimension at 300PPI (pixels per inch) c. JAS is a free service and provides a comprehensive ’help’ menu d. NOAPS is also available to help with procedural problems
SELECTION PROCESS: Each entry is reviewed and scored by an independent jury panel composed of artists, art educators, patrons, and art collectors. The panel of jurors select paintings for the exhibit based on the quality and individual mastery of the medium. IMPORTANT: The jurors make selections based on viewing the image ( make sure the image depicts a true representation of the painting). Jurors see ONLY the image and DO NOT see any information about the artist

Annual Membership April 1, 2013 –March 31, 2014
The Annual NOAPS Membership fee of $50 provides members all associated benefits and includes submitting 2 art images in the Best of America competition. If members wish to enter more than 2 images, the following applies: an additional $10 for the 3rd, 4rd, and 5th image: 3 images=$60- 4 images=$70 and for the maximum of 5 images =$80 Payment may be made by Pay Pal or Credit Card.

SELECTION NOTIFICATION: Artists selected for the 2013 Best of America will be notified by email from Juried Artist Services. NOAPS will also provide acceptance notification via email. An up to date email address is essential for notification! Shipping instructions are provided with the acceptance notification. A processing and handling fee of $25.00 per box and a prepaid return shipping label (UPS or FEDX) must be included with the art container. Hand deliveries must also include the $25 handling
ART ACCEPTED FOR THE EXHIBIT: Upon receipt of accepted paintings at the exhibit location, NOAPS retains the right to refuse any painting for display and judging due to: technical inaccuracy, misrepresentation, inadequate framing or damage from improper packaging. NOAPS strongly recommends Strong Boxes from Airfloat Systems or similar shipping containers. Airfloat Systems provides a 20% discount to NOAPS Members. All art received and displayed for the 2013 Exhibit WILL NOT be returned until after the exhibit has closed.
SALES AND LIABILITY: All entries must be for sale. Paintings of all price ranges are accepted. Entrants price their work and should closely represent the established market value of the artist’s work. The price entered on the Juried Artist Services application form will be the price for the duration of the exhibit. When a piece of art sells, the artist will be paid 60% of the sale price. NOAPSociety deducts a 20% donation (tax deductible to the artist). The hosting gallery is paid a 20% commission for the transactions attributed to the exhibition. Upon acceptance, images become the property of the NOAPSociety, which retains the rights to reproduce the images, for promotional or educational purposes only. All reasonable care will be exercised with all artwork, however, the NOAPSociety, hosting facilities, organizations or individuals assume no responsibility and shall not be held liable for damage while work is being exhibited or in transit. Artists are responsible for the safety and payments of various methods of shipment.

ADVERTISING OPPORTUNITIES FOR NOAPS MEMBERS
Each 2013 member receives the Annual Best of America catalog. The catalog is also provided to those attending NOAPS Exhibits/Functions and provided to our sponsors and patrons. NOAPS works with publications that focus on the arts to obtain reduced rates. Information and rates on advertising opportunities in the 2013 NOAPS Best of America Exhibit catalog and other publications will be available by April 1, 2013. Updates and additional information will be provide on NOAPS Facebook and www.noaps.org

3 Day Workshop in Conjunction with the 2013 Best of America Exhibit By Phil Starke

Focus: Composing and Mixing Color from Photographs.
We will be looking at the thought process of mixing color to come up with color that works instead of just coping what you see. We will also learn to compose from a photograph, simplifying shape and detail. The workshop will include 2 demonstrations a day and individual attention.

Phil Starke Phil grew up in a military family where he spent several years in Europe and was influenced by all the architecture and museums he was able to see. He attended the American Academy of Art in Chicago where he studied figure painting and drawing.
After living and painting in the mid west for a number of years he and his family moved to Tucson AZ. The southwest, with its vast resources of subject matter is a great inspiration for his work. Phil takes several painting trips a year through out the southwest as well as Montana, Wyoming, and Colorado.
Aside from the pure joy and excitement of painting his surroundings, Phil’s goal in painting is to try and reflect some of the God’s glory in his creation.
